By Labels

Remember that you can't see the number of subscribers before sending the campaign with labels. If you need this information, choose segments.

You can select the labels directly:

Choose the labels and one of the strategies (OR / AND), then click 'Confirm'. If you choose OR, every subscriber with at least one label will be included. If you pick the AND strategy, all the selected labels have to be added to a subscriber to send them a push.
